Our Board

CHP is governed by the Board of Directors, who meet every two months and sets the overall strategy for the company, agrees operational targets and monitors progress.

The Board draws expertise from the commercial and healthcare sectors and senior management representation from the Department of Health.

John Bacon CB, Chair

John Bacon has over 30 years’ experience in NHS financial and general management, where he has held a series of senior posts at a regional level and within the Department of Health. 

John was a Director of Service Delivery in the Department of Health (2003 to 2006) where he was responsible for the performance of the NHS in England, and had oversight of finance, capital investment, education, training and relations with the private sector. 

John was also previously Chair of Sussex Partnership NHS Foundation Trust where he led the Trust and is responsible for the Board of Directors and Council of Governors. 

Non-Executive Directors

Bernadette Conroy, Non-Executive Director

Bernadette Conroy has over 20 years' experience of senior roles in the corporate and investment banking sectors, latterley as Global Head of Strategy and Planning at HSBC.

At a non-executive level, Bernadette has worked in the health, housing, property and regeneration sectors including roles with Barnet CCG, North London Estates Partnerships and Poplar Harca.

Bernadette is the current Chair of Building and Space Management at University of Cambridge.   Bernadette has an MA in Mathematics from University of Cambridge and an MBA.

Bernadette is Chair of CHPs Property Committee.

Nigel Beer, Non-Executive Director

Nigel Beer has over 25 years' experience in corporate finance, private equity, corporate investment and commercial property.  Until 2005 Nigel was a partner in KPMG Corporate Finance.

Alongside his work with CHP, Nigel is also a non-executive director of Northern Venture Trust PLC, a listed private equity investment trust, and a number of private companies.

Nigel is Chair of CHPs Audit Committee.

Ben Masterson, Department of Health nominate Non-Executive Director

Ben Masterson is Head of Property in the Commercial Division of the Department of Health.

An Accountant by profession, Ben has previously worked in financial planning at the Department of Health, and also in the NHS in a variety of accounting and financial management roles.

Ben is a member of CHPs Remuneration Committee.

Executive Directors

Dr Sue O'Connell, Chief Executive and Executive Director

Sue O'Connell is a Medical Practioner and a graduate of Charing Cross Hospital Medical School, University of London.  She spent five years in hospital medicine and then followed a career in family medicine, working as a Principal in General Practice for 18 years.

During this time, she became aware of a need for a new approach to improving the health of local communitities and in 2001, became involved in strategic service and estate planning.

In 2003-2004, Sue led a Public Private Partnership (PPP) project through procurement to financial close.

Sue joined CHP as a member of the Board in January 2005 and was appointed Chief Executive in 2006, leading the Company and delivering its £2bn property and investment portfolio in partnership with the private sector.

Sue's focus is to bring together the resources, innovation and skills of the private sector with the commercial knowledge, assets and understanding of the NHS to the ongoing benefit of healthy communities and patients.

Mark Day, Chief Operating Officer

Mark Day joined Community Health Partnerships following a career in the NHS spanning more than twenty years. A finance specialist by training, Mark was a Finance Director for ten years and for much of that time was also Deputy Chief Executive leading on general management challenges as diverse as contract and performance management, developing prison health care, patient and public involvement, and IT Shared Services.

Mark has participated in international work via comparative study and consultancy work in Denmark, the Netherlands, Greece, Belgium, Poland, the Irish Republic, and Canada. He has held teaching appointments at two Universities and is very active in professional bodies recently being elected to the Council of the Chartered Institute of Public Finance and Accountancy and chairing its Health Panel.

He has a first degree in Public Administration, Masters Degrees in Computing & Information Systems and Business Administration and a diploma in Health Economics. He is Chartered Public Finance Accountant and a Fellow of the Association of Chartered Certified Accounts.

Gillian Hunt, Chief Finance Officer

Gillian is ACA qualified and a member of ICAEW and has a wealth of finance and accounting experience across both the public and private sector. 

Malcolm Twite, Chief Commercial Officer

Malcolm has more than 25 years’ experience in corporate real estate, asset management and estate management, working across diverse property portfolios. 

Prior to joining CHP, Malcolm head the position of Head of Group Property at the Department for Transport, having worked on high-profile areas across the DfT Group, such as HS2, Highways England and the DVLA, as well as in cross cutting government initiatives.

A Member of the Royal Institution of Chartered Surveyors (MRICS), Malcolm was also previously Head of Corporate Real Estate at Network Rail. 

He is also a Non-Executive Director of the Shepherds Bush Housing Group.
